NKUK led an ADB funded team of international and local consultants working with the National Water Supply & Drainage Board to develop a strategy for improving wastewater management in Greater Colombo. The strategy identified the activities to be undertaken under a PPTA to improve the capacity of existing institutions, including the investments needed, a financial strategy to raise the necessary O&M revenue, a schedule, time framework and institutions responsible for their implementation. The strategy provided detailed directions to PPTA consultants to (i) initiate appropriate institutional policy and legal reforms to make the sector financially sustainable and ensure enforcement of zoning and environmental laws; and (ii) prepare an investment project in line with all applicable policies and guidelines of ADB, and incorporating the plans and goals of the government.
