Hajigabul to Kyurdamir Road - Lender's Monitoring Consultant

EBRD has loaned USD 41 million to the Republic of Azerbaijan to reconstruct an 85 km long section of the strategic "Silk Road".
The Lender's Monitoring Consultant (LMC) was required to monitor the implementation of the civil works contract for the rehabilitation of the 85 km long road between Hajigabul and Kurdamir, as well as to evaluate risks that might affect the completion of the civil works contract to the required quality, within the contracted cost and program.
Specific duties of the LMC included making regular visits to Azerbaijan, to:
- monitor tender preparation, evaluation and award;
- monitor and audit the performance of the civil works contractor, the supervision consultant and the PIU;
- monitor and audit the implementation of the road rehabilitation civil works contract;
- monitor the implementation of the mitigation measures included in the Environmental Action Plan (EAP);
- identify any key problems which may threaten the successful implementation of the project and advise on corrective actions necessary to ensure the timely and successful completion of the project.
