Appointed by the EBRD to monitor the implementation of the €45 million civil works contract for the Skopje Bypass Phase 2. Duties included making quarterly visits to Macedonia to: (i) monitor and audit the performance of the civil works contractor, the supervision consultant and the Fund for National and Regional Roads; (ii) identify any key problems which may threaten the successful implementation of the project and advise on corrective actions necessary to ensure the project's timely and successful completion; (iii) monitor and confirm that adequate quality assurance / control systems are in place and functioning properly; (iv) monitor and report on project progress control and cost control; (v) review proposed variation orders and claims for the civil works contract; (vi) review past payment certificates and loan disbursements and confirm that they are in the compliance with the Loan Agreement; and (vii) report on compliance with covenants in the Loan Agreement.
