Issyk-Kul is the world's second largest saline lake and is a Ramsar site of globally significant biodiversity, forming part of the Issyk-Kul Biosphere Reserve. It has been a tourist centre in the Central Asian region for many years drawing significant numbers of visitors from Kazakhstan, Russia and other neighbourhood countries for the short summer season.
It has been estimated that tourism accounts for around 10% of the gross regional product, and there is potential for it to be significantly higher with good planning and management. However, the existing infrastructure is deemed inadequate to be able to cope with this increase.
Various sub-projects for much needed improvements in the water supply, sanitation and solid waste management systems serving the Issyk-Kul region have been identified and developed into the Infrastructure, Institutional and Financial Plans which form the TA Outputs.
Key sub-projects include: new sewage treatment plants for Karakol, Baklykchy and Cholpon Ata; rehabilitation and extensions of the water distribution network; sanitary landfills and medical waste incinerators for three urban centres. Other proposed works include community services for improving water supply and sanitation in schools.
